Long Term Financial Plan and Asset Management Plans
Long Term Financial Plan (LTFP) is produced to support Council in considering the longer term impact of financial decisions made and assumptions used in the preparation of the Annual Budget and Business Plan.
The Long Term Financial Plan (LTFP) addresses:
- the sustainability of the Council’s financial performance and position;
- the maintenance, replacement or development needs for infrastructure within its area; and
- identification of any anticipated or predicted changes that will have a significant effect upon the costs of the Council’s activities/operations
Council is required to review its LTFP annually, as soon as practicable after the adoption of its Annual Business Plan.
The Long Term Financial Plan covers a period of ten years and along with Asset Management Plans form part of Council’s suite of Strategic Management Plans.

The RCMB buildings assets represent a vast investment over many generations that support modern living in the community. Hundreds of thousands of dollars are spent annually managing and maintaining the City’s buildings and it is imperative that the City employs the most appropriate management skills and practices to ensure that related services are delivered economically and sustainably.
RCMB plans to operate and maintain the network of buildings to achieve the following strategic objectives:
- Ensure that its buildings are maintained at a safe and functional standard as set out in this Asset Management Plan
- Ensure that its buildings are renewed or replaced as appropriate in order to achieve best asset productivity
- Ensure that Council achieves acceptable service delivery and financial sustainability
The Rural City of Murray Bridge manages a considerable network of Infrastructure. The Civil and Transport Infrastructure Asset Management Plan specifically relates to the management of Council assets located within public road reserves, which are provided to enable safe and efficient movement through the region.
The Rural City of Murray Bridge is responsible for the management of a large array of Asset and Infrastructure across a Region that covers 1,832 square kilometres. Assets covered by the Civil and Transport Infrastructure Asset Management Plan include:
- Sealed Roads
- Unsealed Roads
- Kerbs
- Footpaths
- Car Parks
- Bridges and Causeways
- Signs and Street Furniture
The scope of this plan is to provide a management framework for public assets under the care and control of the Rural City of Murray Bridge. Private roads, state government roads and other roads not constructed by or for Council are excluded from this Plan.
This plan will specifically address the changing needs of the community and this will inform Councils future Plant and Fleet requirements. It will also address how this transition will be manage both operationally and financially and highlight potential gains through the sale of surplus Plant and Fleet.
New technology, improved construction and maintenance methodologies, and the changing landscape of Murray Bridge and its community will drive Councils Plant and Fleet Asset Management Plan from a “Like for Like” renewal model to a “Fit for Propose” model where innovation and efficiency are key.
Plant and Fleet plays a significant role in the delivery of service and infrastructure to the Community. It is Councils goal to ensure its Plant and Fleet is managed in a manner that is fit for purpose, aligned to operational delivery models, is adaptable, safe, and is financially responsible.
RCMB plans to operate and maintain the Recreational Facilities assets as above to achieve the following strategic objectives:

- Ensure that Council achieves acceptable service delivery and financial sustainability
RCMB provides an extensive Recreational Facilities network to enable delivery of Council services in an effective and efficient manner.

- Sporting Equipment
- Open Space Furniture
- Irrigation Systems
- Lighting and Electrical Equipment in Open Space
- Structures in Open Space
- Street and Park Trees
RCMB provides an extensive stormwater network to enable delivery of Council services in an effective and efficient manner.
Included in this plan are;
- Stormwater Pipes
- Stormwater Pits
- Stormwater Storage Basins and Bores
- Stormwater Pumps
The RCMB Water Supply and Waste Water assets represent an investment that supports modern living in the community. Hundreds of thousands of dollars are spent annually managing and maintaining the City’s Water Supply and Waste Water and it is imperative that the City employs the most appropriate management skills and practices to ensure that related services are delivered economically and sustainably.
Included in this plan are the assets associated with RCMB’s two Community Waste Water Management Systems (CWMS) located at Riverglen and Woodlane:
- Pipes – Water Supply and Sewer
- Pumps
- Water Filtration Plant
- Sub Water Meters
- Communications Modules
- Tanks
- Valves, Pits and Inspection Points
- Treatment Facilities
RCMB requires and maintains an extensive digital network with various hardware devices and software to support the delivery of a number of the services provided by Council . This plan is to ensure we do this in an effective and efficient manner.
